City of North Vancouver to introduce No Right Turn on Red at five new intersections

The City of North Vancouver plans to implement new “No Right Turn on Red” (NRTOR) restrictions at five new intersections.  Councillors McIlroy and Valente had brought a notice of motion asking the staff to investigate the issue. The staff report will be discussed at a council meeting tomorrow.

The new NRTOR restrictions will apply to the following locations:

  1. Southbound Westview Drive at Larson Road, due to a high frequency of right-on-red collisions.
  2. Southbound Bewicke Avenue at Marine Drive, where a bike box is present.
  3. Southbound Forbes Avenue at 3rd Street, where northbound dual left-turn lanes already exist.
  4. Westbound 3rd Street at Forbes Avenue, due to the presence of a bike box.
  5. Westbound 13th Street at Lonsdale Avenue, also due to an existing bike box.

The installation of these restrictions is estimated to cost $8,000, funded by the neighbourhood traffic safety budget, and completion is expected by spring 2025.

According to the report, CNV staff in the city analyzed over 600 ICBC crash reports, identifying intersections with a history of right-on-red collisions. Of 23 intersections studied, 22 had fewer than one right-on-red-related crash per year on average. The exception was Westview Drive at Larson Road, where 50% of casualty crashes involved southbound right turns during the red light interval.

The city will increase the timing of the green light for this movement to accommodate the high demand for right turns.  The City of North Vancouver has 20 intersections with full-time or time-limited NRTOR restrictions.

The staff report highlighted similar measures in other cities, such as Seattle. Over 40 downtown intersections in Seattle now ban right turns on red, with no significant delays for drivers but noticeable improvements in pedestrian and cyclist safety.  In North Vancouver, the staff report notes that enforcement of NRTOR restrictions remains limited due to resource constraints. The report adds that the city has partnered with the RCMP and is advocating for installing speed and red-light cameras, but such requests require provincial approval.

    increasing density will restrict our freedoms on all levels. There is a new restriction every couple of weeks. I don’t oppose this specific restriction, but we have to keep an eye onto our governments. Especially since we have only ONE vote every 4 years.

    There’s a reason why RTOR has never been allowed in most other countries. It’s a proven cause of vehicle/pedestrian collisions and shouldn’t exist in the first place. They’ll be banned altogether eventually, some cities are just ahead of others on this curve.

    OMG!! This is ridiculous! We have a massive congestion problem in NV and these no right turns on reds contribute to the problem. There are already several that should be removed. These ideas come from Staffers that need to be relieved of their jobs. There are too many of them and because of this they continue to come up with “ideas” that make them seem important or required. All they do is cost us money and increase our property taxes.

    No right turns on red only makes sense at busy intersections. People with poor driving habits are the worst. Combine it with AI cop cameras will make the cities alot of money soon

    Should eliminate all right turns on reds !!
    Not sure what effect this motion will have though, most drivers in N Van already disregard signage, lights and pedestrians.
    How much does the city pay for police services ? Traffic police in N Van are like the Sasquatch…. you hear about them but never actually see them.

    I am from Italy. Now I am living in abbotsford bc . Sir red light furn is very dangerous. Because people make quickly.so my advice red light right turn is wrong. And left turn car coming into mid road and every one wait red light .because they make quickly left turn .this time very early crash car
    Two point very dangerous dangerous dangerous icbc I give advice it is wrong. And future make more round boundaries. I saw in italy traffic solution and save money

    Funny the city at some intersections have lots of protected left turns yet very few protected right turns, couldn’t think that one through, does this same group work for the district as well with the single lane on Mountain Hwy proposal. This city is now over populated as it is, planning is poor

    Westview and Larson Road is not good planning at all considering the line ups now reach the Highway especially in the mornings, what happens when there’s no traffic on Larsen, sit at the red light with every one honking, where’s the high volume of accidents they talk about? Poor Idea in the first place
