City of North Vancouver to provide free e-cargo bikes for buildings

Staff report
May 18, 2022 1:40pm

City of North Vancouver (CNV)  is seeking building owners or property managers interested in hosting electric cargo bikes, also called e-cargo bikes, for the exclusive use of building residents.

The e-cargo bikes would be provided by CNV at no cost. Only multi-family rental buildings located within CNV will be considered. CNV is targeting the e-cargo bike share program for a one-year pilot term launching in the spring/summer of 2022.

Options for extension may be considered toward the end of the pilot term, at the sole discretion of the City, according to bid documents posted by CNV. “The program aims to reduce barriers and make it easier for residents to forgo using a vehicle for trips that require transportation of goods or heavier items,” CNV says.

CNV will monitor the program through a combination of automated and manual methods, which may require staff to collect information from building management, staff and residents. CNV and the successful proponent will enter into an equipment rental agreement for the term of the project, in a form to be prepared by CNV.

CNV will cover the costs of e-cargo bikes and their maintenance, but buildings are responsible for providing a secure storage and charging area and must carry a $5 million general liability insurance policy with the CNV named as additionally insured.

The deadline to apply is Wednesday, May 31.

Free? Is the council paying for them out of their pockets? Thought not.

OMG, here we go again. Another very costly “pet-project” by our Mayor & City Council that doesn’t care one bit about spending more and more tax dollars while continually massively increasing property taxes!

As a taxpayer, I have zero interest in paying the many thousands of dollars for each of these e-bikes. Who will maintain them? Who will repair them when they broken due to misuse? What about them being lost or stolen.

This creates another whole level of required beauacracy, oversight and cost. This will be very expensive to continually maintain these and landlords are under no obligation to do anything. (and shouldn’t be) When something like this is received for FREE, it will not be respected by most people.

The very few people that will use this type of transportation makes it massively expensive on a per person basis. This is a horrible idea and just another reason this Mayor and Council needs to be voted out in November.

A very bad idea in my view.
I agree with much of the above comments.
