CNV opens decision process on Central Lonsdale BIA

The City of North Vancouver has launched a 30-day process giving commercial property owners a chance to weigh in on the formation of a new Central Lonsdale Business Improvement Area (CLBIA).

In a press release, the city noted that on December 8, 2025, the City Council approved moving ahead with a petition process to form the proposed CLBIA, put forward by the newly formed Central Lonsdale BIA Society. The process applies to Class 5 (Light Industry) and Class 6 (Business and Other) commercial property owners in the proposed area, who can submit a petition opposing the CLBIA. Fewer than 50% of these owners—representing less than half of the assessed property value—must oppose it for the proposal to move forward.

The petition against the process is a critical step because 100% of the funding for the Society comes from identified commercial property owners, collected by the city through an annual levy on their tax bills, the press release explained.

All affected property owners will receive a package from the city with instructions on how to participate. The press release noted that property owners who support the CLBIA do not need to take any action. All petitions must be submitted by February 13, 2026, at 5 p.m.

Following the 30-day consultation, the City’s Corporate Officer will present the petition results to Council before the bylaw is considered for adoption. If approved, funding for the Society over the five-year term will not exceed $3,054,000, with annual amounts capped at $600,000 for 2026 and 2027, and $618,000 for 2028–2030.
