CNV to borrow $50 million to fast-track North Shore Neighbourhood House project

The City of North Vancouver council voted unanimously to fast-track the North Shore Neighbourhood House project with a loan of up to $55.8 million.  The loan will fast-track the project by four years.

Now under construction, Phase 1 features a six-storey building with 89 below-market rental units that Catalyst will operate and a respite centre that The Health and Home Care Society of BC (CareBC) will manage. Phase 2 will feature a new 3-storey North Shore Neighbourhood House and 15-storeys featuring 180 rental homes. Construction is expected to begin in late 2024.

The City of North Vancouver has named Catalyst Community Development Society the housing provider selected to deliver 180 rental homes in a joint-use facility with a new North Shore Neighbourhood House. In 2018, the City of North Vancouver directed staff to explore the feasibility of replacing the aging NSNH facility at East 1st Street and 207-225 East 2nd Street.

On January 22nd, the Council endorsed a financing plan for the North Shore Neighbourhood House portion of the project, accelerating the timeline from 2028 to 2024. However, this timeline is subject to securing financing and funding.

“The North Shore Neighbourhood House has been supporting people in our community for 85 years,” said Mayor Linda Buchanan. “They have used every square inch of their facility to deliver top-notch food security programs, child care, seniors programs, youth drop-ins, as well as support and shelter for vulnerable people in our community,” she said. “They need a new home that meets today’s accessibility and sustainability standards so they can continue to support people well into the future. The City is pleased to partner with Catalyst Community Development Society in delivering a new North Shore Neighbourhood House and 180 rental homes that we know are desperately needed.”

Catalyst Community Development Society will lead the development of the second phase in addition to its work on Phase 1, which is currently under construction. Using the same developer for both phases will condense the overall project timeframe and increase efficiencies in delivering critical services North Shore Neighbourhood House offers residents faster, the city said in a press release.

“Our mission is to help create communities like the HUB that enhance the lives of residents and improve their health and well-being. We are pleased to expand our partnership with the City of North Vancouver on this dynamic project that will expedite delivery of much-needed community services and housing for city residents,” said Luke Harrison, CEO of Catalyst Community Development Society.

    Why do they have 50 MILLION to pay for the staff at city hall (total for 2022 $47858,846.00) but have to borrow to pay for NSNeighbourhood house and where do they borrow it from
