Council targets foreshore rezoning along Pasco Road for better access

West Vancouver’s Council will review a significant motion regarding the rezoning of the foreshore along Pasco Road, aiming to address concerns about emergency access and property limitations.

The motion, scheduled for discussion at the May 27, 2024 regular Council meeting, will be formally presented on June 24, 2024, with Councillor Thompson leading the proposal and Councillor Snider as the seconder.

Residents along Pasco Road have voiced worries about emergency access due to the road’s condition and constraints posed by CN Rail and the Ministry of Transportation and Infrastructure-owned land. Seeking alternative access routes, residents are considering utilizing the adjacent foreshore to install structures that would facilitate ocean access.

The foreshore falls under provincial jurisdiction, leased to the District under a Head Lease agreement, granting usage rights. However, existing zoning regulations restrict private encroachments, necessitating amendments to the Zoning Bylaw for the M1 zone.

The motion also proposes to engage with the Province to align the bylaw amendment with the Head Lease and approval requirements. It also seeks to amend the Official Community Plan to reflect policy changes restricting private encroachments on the foreshore, as well as define appropriate access structures minimizing environmental impacts.
