District of North Vancouver Council will consider closing a portion of Lynn Valley Road after the staff recommended giving three readings to the Highway Closure Bylaw at its regular meeting on Monday, March 16, at 7 p.m.
The bylaw would close a 429.1-square-metre section of municipal road allowance adjacent to 1246-1268 Lynn Valley Rd. and 3050-3174 Baird Rd. in Lynn Valley — a move tied to a planned mixed-use redevelopment by Polygon Development on neighbouring properties.

If approved, the District intends to grant Polygon Development 389 Ltd. and Polygon Development 390 Ltd. a licence to occupy the closed road, with a separate agreement to sell the developer full legal title to the road eventually. The purchase price for the licence and disposition is set at market value — $2,024,100 — though the District of North Vancouver staff report notes that figure could rise if council later approves a density exceeding 2.5 floor space ratio.
Closure Tied to Rezoning Decision
The road closure will not proceed on its own. According to the staff report, both the licence and the eventual title transfer are conditional on the Council adopting a rezoning bylaw for the adjacent Polygon properties to allow mixed-use development. A report recommending the first reading of that rezoning bylaw is also on the March 16 agenda.
Staff noted the licence will remain subject at all times to the common law access rights of registered owners and occupiers of immediately adjacent properties. The proposal has been reviewed and approved by the District’s Planning, Transportation, Engineering, and Finance departments, and utility companies, including Telus, BC Hydro, Rogers/Shaw, and Fortis, were notified in January and allowed to comment.
Public Input Welcomed Before Vote
Residents who consider themselves affected by the closure will have an opportunity to address the Council directly at the March 16 meeting. To speak, residents must register in advance with the Corporate Officer at signup@dnv.org before 3 p.m. that day. Participation is available in person or virtually via Zoom. Written submissions can also be submitted to input@dnv.org.
According to the staff report, the District published notice of the proposed closure in the North Shore News on March 4 and March 11, as required under the Community Charter. Proceeds from the transaction will go into the District’s Land Income Fund. As per staff recommendation, Council’s options at the meeting are to give the bylaw its three readings or take no further action.
