DNV council to vote on adopting 46-unit townhouse rezoning for Mount Seymour Parkway

District of North Vancouver council will consider final adoption of a bylaw allowing a 46-unit townhouse development at 3374-3380 Mount Seymour Parkway and two adjacent unaddressed lots when it meets on July 13, 2026.

Council will vote on whether to adopt the District of North Vancouver Rezoning Bylaw, which will rezone the properties — along with parcels at 3382-3396 Gaspe Place — from Single-Family Residential One Acre (RS1) to Comprehensive Development Zone CD156. According to the report, the bylaw received first, second and third readings on July 21, 2025, following a staff report dated July 8, 2025.

Notice of the rezoning was given in accordance with Section 94 of the Community Charter on July 9 and July 16, 2025, and no public hearing was held, in keeping with the Local Government Act.

The development will permit ground-oriented multi-family residential units with a maximum density of 46 residential units and 5,735 square metres of gross floor area, contingent on the developer contributing more than $1 million to the municipality for affordable housing, park, and public realm improvements. Building heights will range from approximately 10.7 to 12.9 metres across eight buildings on the site.

According to the report, council will have three options when it meets: adopt the bylaw, give no further readings and abandon it at third reading, or rescind third reading to debate possible amendments.
