DNV moves to amend bylaw for pass exemption at Lynn Canyon

District of North Vancouver council is expected to amend the street and traffic bylaw to enable pass exemption program for DNV residents.

The meeting will be held today.

DNV residents will be eligible to purchase an annual $10 DNV Resident Pay Parking (DRP) Pass, which will exempt them from the Lynn Canyon Pay Parking Pilot hourly fees.

In order to enable the collection of fees, amendments to DNV Street and Traffic Bylaw, Fees and Charges Bylaw, and Bylaw Notice Enforcement Bylaw are required.

DNV is expected to start issuing the pass next month, if council amends the bylaw.

The two-year pay pilot project at Lynn Canyon and Lynn Headwater parks begins on March 1 this year.

Those who do buy the pass will need to display it in vehicles.

Vehicles displaying a disability card issued by the Social Planning and Research Council of BC (SPARC) will also be exempt from payment at the lot.

The rate for non-residents would be $3 per hour, for a maximum of three hours.

The amendments to the bylaw will also enable Resident Exempt (RE) Zone, which means an area designated as being an ‘exempt zone’.

Permits will only be issued to and may only be used by residents who live in homes that will be designated by DNV as an exemption zone.

      DNV’s handling of this is outrageous for 2 reasons: (1) DNV does not create Residents’ Parking Only zones unless there is a clearly defined need (2) if the need is found to exist , the RPO zone is created WITHOUT FEE TO THE RESIDENTS. This is just an outrageous additional tax to the residents near the park. No more – no less.

        You have it wrong. It is the sneaky BEGINNING of parking control throughout the District so as to gradually reduce and eliminate enough parking to make it unconfortable to use a car.

        It is the BEGINNING of the War on Cars coming to the DNV.

        When is the last time you could park in the CITY of North Van? Same thing being promoted here.

    We should not be charging our residents to use public parks parking stalls.
    A $10.00 license fee for bikes – motorized or not would offset some costs .

    That’s outrageous – while I understand the need for “Residents’ Parking Only” zones in specific areas in North Vancouver it is unreasonable that folks who actually DO live in these zones are having to park on their own streets. Given the level of taxes these people pay imposing an additional fee is unreasonable and obnoxious.

    DNV should be ashamed of themselves.

    While at it DNV residents should be exempted from’No Parking -residents only’ at the end of Riverside Drive. It’s ridiculous that we can’t access this trailhead from April to October

      No – the whole point of residents’ parking zones is that street parking in the area has been heavily overused and / or enough of a track record of abhorrent behaviour near attractive areas like trail heads.

      To do what you’re advocating means people living in these areas will be overwhelmed regularly between your suggested period of April to October. The vast majority of hikers and about half of all trail bikers are DNV residents so your suggested “solution” would exacerbate not help the solution.

    At what point will the powers that be realize that most families are doing the best they can financially and still falling behind. We are taxed to death and living anywhere in the LMD is becoming increasingly difficult. Please, all were asking for is just a little bit of breathing room.
