DNV schedules public hearing on chlorine zoning change

A public hearing will be held Feb. 24, 2026, to consider a zoning change that would allow Chemtrade to expand chlorine operations at its North Vancouver facility.

A public hearing has been scheduled for Feb. 24 to consider a zoning amendment that would allow Chemtrade Logistics Inc. to expand operations at its existing chlor-alkali facility at 100 Amherst Avenue in the District of North Vancouver.

Chemtrade has applied to develop a railcar loading building and condenser tower on the 16.4-hectare industrial site, which already contains several buildings associated with the company’s current operations. The proposed zoning amendment would add an exception to existing prohibitions on the manufacture of hazardous substances to permit the manufacturing, processing, liquefaction, handling, storage, loading, and shipping of chlorine at the site.

The application received first reading from the Council on January 12, 2026, and was referred to a public hearing at that time.

The hearing will take place at 7:00 p.m. at District Hall, 355 West Queens Road, and will also be accessible online via Zoom. Residents who wish to speak before Council, either in person or virtually, must register by emailing signup@dnv.org before 3:00 p.m. on the day of the hearing.

Written submissions can be sent to input@dnv.org or mailed to the Corporate Officer at District Hall before the close of the hearing. All submissions will be entered into the public record.

    Where can we read up on these ,”exception to existing prohibitions”, PRIOR to this meeting?

    “..The proposed zoning amendment would add an *exception to existing prohibitions* on the manufacture of hazardous substances to permit the manufacturing, processing, liquefaction, handling, storage, loading, and shipping of chlorine at the site…”
