New off-street parking rates in City of North Vancouver starting June

The City of North Vancouver is set to raise its residential parking permit rates, citing growing demand for on-street parking and a need to reduce congestion. As of June 1, the base rate for a residential parking permit will rise from $2.10 to $8.33 monthly. CNV claims this is among the lowest in the Lower Mainland. Last week, the City of North Vancouver council voted 4-3 to bring paid parking to Lower Lonsdale and Central Lonsdale.

Households will be eligible for up to two permits, with the second permit priced at $12.50 per month. CNV said the differential pricing will encourage greater use of off-street parking.

In a Q&A posted on its website, CNV said most residents of multi-family buildings are ineligible for parking permits—a policy the City said can result in long walks from available parking. CNV will expand eligibility and permit zones beyond the current block-by-block model to allow more residents of multi-unit housing to park closer to home.

CNV said visitor parking policies will remain unchanged and continue to accommodate contractors, rental vehicles, and guests. Homecare workers will also retain access to permit zones. CNV said data shows 20% of garages are being used as home offices, gyms, or for general storage. The City claims that more than 2,000 paid off-street parking spaces are available in Central and Lower Lonsdale, with occupancy rarely exceeding 60% even during peak periods.

City staff say the rate increase will help manage both on- and off-street parking. “On-street spots are often more convenient, but if rates are too low, demand exceeds ideal levels, and residents may struggle to find space. To encourage better use of off-street parking, staff recommend raising the base residential permit rate to $8.33/month ($0.27/day).”

 The new rates will be monitored through 2026, with potential adjustments in 2027 based on usage data.

    Even in the West End there is a limited amount of free Streetside parking.
