New requirements for short-term rentals in City of North Vancouver

Staff report
July 30, 2024 8:10am

The City of North Vancouver has amended its Business Licence Bylaw to align with a new provincial regulation restricting short-term rentals (STRs) to a resident’s principal residence.

Under the bylaw, current and potential STR operators must hold a business licence with the City by October 1, 2024.

The new provincial regulation came into effect on May 1, 2024 and restricts STRs – stays of less than 90 consecutive days – to a resident’s principal residence plus one additional rental unit on the same property, such as a secondary suite or coach house.

New Business Licence Categories for STRs

Current or potential operators must apply for a City business licence in one of three STR categories:

Short-term boarding, which includes rental of one or more furnished bedrooms without any cooking facilities;

Short-Term Residential Rental, which includes rental of an entire self-contained residence (consists of a toilet, bathroom, sleeping and living area, and a cooking facility)

Bed and breakfast, which included renting one or more furnished bedrooms with breakfast provided.

The City has developed a suite of resources for STR operators to support them in the business licence application process and understand the provincial regulations. An operator’s handbook, frequently asked questions, and all required forms are available at cnv.org/ShortTermRentals or in person at City Hall.

Current or potential STR operators can contact staff with inquiries at licence@cnv.org or call the City’s Gateway service at 604-982-9675.

    more government restrictions, control and laws. In a democracy you don’t lose your freedoms inch by inch. It’s high time for a solid push-back

      Sorry, id prefer if your freedoms didn’t extend into being free to make it harder for the people who live here to find long term living spaces. I like to think we should have a right to affordable housing.

      Oliver, in a democracy governments get voted in by people, and then the government governs. I don’t think AirBnb has a subsection in the Charter.
