The District of North Vancouver is accelerating the development of an on-street parking strategy for two Transit-Oriented Areas in the municipality. Phibbs Bus Exchange and Capilano University Bus Exchange are the two Transit-Oriented Areas in the District.

“The District will be expediting an on-street parking strategy for these areas and developing a communication plan to inform developers and future residents that street parking will be limited and geared towards the neighbourhood’s needs rather than the needs of particular developments,” notes a staff report to council.
According to the new Provincial Bill 47 aimed at creating more homes, municipalities are now prohibited from requiring off-street parking for residential developments within these TOAs, except for spaces designated for disabled persons. As a result, the District is amending its bylaws to comply with these changes. A comprehensive communication plan is also being developed to inform developers and future residents about the limited availability of street parking.
New legislation requires some municipalities to designate Transit-Oriented Development Areas (TOD Areas) near transit hubs. These TOD Areas are defined as areas within 800 metres of a rapid transit station (e.g., SkyTrain station) and 400 metres of a bus exchange and West Coast Express that the Province has listed in regulations. In these areas, local governments must ensure minimum levels of density and remove ‘restrictive’ parking minimums for off-street residential parking.
At a council meeting on June 3, council members gave three readings to the bylaws supporting the Provincial legislation.

Sorry, someone please explain. No underground parking for new developments and no street parking. If I need a car for my work (or I don’t have strength to ride a bicycle uphill – it is the North Shore mountains after all) what do I do?
No, you are not allowed an auto, the far left (the provincial NDP, HUB, Etc.), have decided so. You are expected to ride your bike in the rain, in the snow, taking elderly to the store and for outings. If you do ever need an auto, you are expected to support large, often multi-national internet companies using their app to rent a car that someone else just rubbed their grubby paws all over, changed their kids diaper in, crashed into the bulging curb with.
You are now one with the masses, a team member of the great community that is going to cure all, the plan is laid out. It is clear now, you can feel it in your bones, an affordable home with 200 square feet to live in. The sound of your neighbour clearing their cavities replacing that of song birds chirping in the yards, those wasteful spaces of dirt with gardens and trees shall be tolerated no more, the ‘Greater Good’ demands all space be sacrificed and bull-dozed for housing.
Yes, there will be no car for you, bikes and transit only, that’s it, and when you have that jammer pushing that dead battery cargo bike up Mountain Hwy., just know, your sacrifice will be remembered, for about five minutes.
The message is pretty clear, going forward, the Vancouver you knew will only exist in Pinterest photos. The city is being remade, in the images of Amsterdam, Hong Kong and Tehran, it’s the Golden Rule in action, he who has the gold, rules!
