West Van council rejects developer’s plans to add 119 rental units to project near Park Royal

District of West Vancouver council did not support a proposal by a developer to add 119 more rental units to a residential apartment project near Park Royal in West Vancouver. The current proposal will not be moving to a public hearing at this time.

Onni had applied with the District of West Vancouver to rezone Lot 8 to add 109 more rental units to Evelyn, a Master Planned residential community located at the base of Sentinel Hill.

Lot 8 is a 1.21 hectare site located at the southeast corner of the development project, west of Taylor Way, and south of Evelyn Drive and Arthur Erickson Place. It is the largest development site at Evelyn by Onni.

The developer had also applied for zoning variances for setbacks, building height, and number of storeys to increase the number of secure rental units on this lot.

The zoning allows for a residential apartment building containing up to 119 units, of which a minimum of 30 must be rental housing in perpetuity. However, the developer is proposing to increase the number of secured rental units from 30 to 139, adding 17 affordable units and 122 market rentals.

This would increase the total proposed number of units for Lot 8 from 119 to 228, with 89 units as market condos.

The council rejected the proposal, but West Vancouver staff completed a review of the requested rezoning and  concluded that the proposal aligns with OCP policy objectives of adding purpose built rental housing to the community in an area close to transit, services, and amenities.
