West Vancouver considers $20 monthly parking pass for non-profit volunteers

Staff in West Vancouver are recommending the creation of a low-cost Community Partner Parking Pass for volunteers and staff who support non-profit programs in Ambleside Park. The proposal for the $20 monthly pass requires council approval through an amendment to the Fees and Charges Bylaw.

According to the report, the District would finalize negotiations with Impark, which operates pay parking in Ambleside Park, ahead of presenting the bylaw amendment at the Dec. 1, 2025, council meeting. The pass is intended to reduce parking costs for non-resident volunteers and staff who regularly attend community programs delivered by local non-profit groups.

The District estimates about 130 individuals could qualify for the pass, generating approximately $15,600 in total revenue annually. After Impark’s administration fees, the District expects to receive roughly $11,500. Staff note that the program would reduce overall parking revenue but support community programs that rely on volunteers.

Pay parking at Ambleside Park began in September 2025 as part of the District’s broader destination-parks parking strategy, launched in 2024. Since that expansion, council and staff have received numerous concerns from sports organizations and other groups that hourly rates have created financial barriers, particularly for non-resident volunteers.

Organizations likely to qualify include the West Vancouver Football Club, West Vancouver Field Hockey Club, Sea to Sky Field Hockey, West Vancouver Little League Baseball, North Shore Baseball, Hollyburn Sailing Club, and the West Vancouver Farmers’ Market.

Staff developed an eligibility matrix aligned with principles used for Permissive Tax Exemptions. Each approved non-profit would receive a limited number of passes to distribute among volunteers and staff, reviewed seasonally and tied to non-resident participation levels.

The hourly parking rate at Ambleside Park was reduced from $3.75 to $1.85 (plus taxes and transaction fee) on Nov. 1, 2025, and will remain in place until May 31, 2026. The District maintains that pay parking remains an effective tool for managing traffic demand and supporting climate goals.

If council endorses the recommendation, the bylaw amendment would be presented Dec. 1, with final adoption expected Dec. 15. Staff would then work with Impark to implement and communicate the new program.

    20$ a month for volunteers to come teach our kids extracurricular activities?! Why would they want to do this? And does this mean that athletic clubs like WVFC would maybe pay for it so that they can retain coaches? Which would ultimately mean that west van residents with kids in sports would have to pay extra fees to support pay parking in our community?! Does this mean West Van School District will reimburse their teaching staff (who volunteer their after school hours to coach our children) in order to retain them? So our public school district will be paying for parking instead of buying books?! This is not a solution. This is ludicrous & out of touch.
