West Vancouver private school plans expansion

Staff Report
November 12, 2025 10:49am

Collingwood School has submitted a preliminary development application to the District of West Vancouver seeking to rezone and consolidate its three Wentworth Avenue properties into a single, unified campus. A new junior school, a soccer field, and a new middle school are being planned.

The proposal, currently under staff review, outlines a long-term Master Plan to replace aging facilities, improve traffic safety, and expand educational and outdoor spaces over the coming decades. According to the District of West Vancouver, the application covers 2605, 2606, and 2560 Wentworth Avenue. The plan would see the parcels rezoned to “PA1” (Public Assembly) zoning to support institutional use and future redevelopment.

Multi-Phase Redevelopment

In a rezoning submission prepared by Acton Ostry Architects, Collingwood School detailed a three-phase redevelopment plan that would begin once the parcels are consolidated and a proposed relocation of Wentworth Avenue is approved.

The phases include construction of a new junior school and parking facilities, followed by a regulation-size soccer field, and finally a new middle school for Grades 5 to 7.

Harvest Project

The first phase would relocate the school’s drop-off and parking areas onto the property to address long-standing congestion and safety issues along Chairlift Road. A Traffic Management Plan, prepared by Bunt & Associates, aims to move vehicle queuing off surrounding streets and improve safety for students and families.

Road Relocation Key to Plan

The redevelopment depends on the approval of a proposed Wentworth Avenue realignment, a project being advanced by Brivia Group for nearby lands to the east. Collingwood School, Brivia, and the District have collaborated on the concept, which would shift the road northward to unify the school’s split properties and improve traffic flow.

If approved, Collingwood intends to proceed “with all due haste,” according to the rezoning application.

The applicant is hosting a public consultation meeting about its preliminary application:

Date: Tuesday, November 25, 2025
Time: 6 to 8 p.m., drop-in format
Location: Collingwood School, 2605 Wentworth Avenue, West Vancouver (The Foundations Students Centre – FSC)

The applicant is inviting the public to submit feedback at the meeting or to openhouse@poonigroup.com between November 25 and December 5, 2025.
