People approving road projects ought to recognize the potential for damage to nearby small enterprises when construction takes extended periods to complete. As an example, the proprietor of North Vancouver Laptops has been affected by Mosquito Creek bridge builders who have been regularly blocking the usual access to his business. Other businesses suffer similarly but I suspect that compensation is not provided for in project budgets.
