District of North Vancouver Council will consider final adoption of two bylaws at its June 1 meeting that would pave the way for a 12-unit townhouse development at 1883–1901 Glenaire Drive.

The bylaws have cleared all prior legislative hurdles and are now before the council for adoption, the final step in the approval process.

According to the report, if adopted, the Official Community Plan amendment will redesignate the Glenaire Drive properties from “Residential Level 2: Detached Residential” to “Residential Level 4: Transition Multifamily,” reflecting the shift from single-family housing to a denser residential form. The amendment will also bring the lands into two development permit areas — one governing the form and character of multifamily development, and another related to energy and water conservation and greenhouse gas emission reduction.

The bylaws received first reading on January 12, 2026, followed by a public hearing on February 3. Second and third readings were passed on March 2 and 3. According to the report, the rezoning bylaw received approval from the Ministry of Transportation and Transit on March 10, 2026, satisfying a key provincial requirement before the bylaws could proceed to adoption.

Council will have three options before it on June 1: adopt the bylaws, abandon them at third reading, or rescind third reading and debate potential amendments.
