DNV council to vote on 21-unit townhouse development in Edgemont

The District North Vancouver Council is set to take a final vote on Monday evening on a rezoning bylaw that would pave the way for a 21-unit, multi-family residential development at 3712–3718 Edgemont Boulevard.

The bylaw, which would rezone a single lot on Edgemont Boulevard from Multifamily Residential Zone 1 (RM1) to Comprehensive Development Zone CD155, is up for formal adoption at the May 25 council meeting, beginning at 7 p.m. The bylaw sailed through its first, second, and third readings on March 17, 2025.

The proposed development would consist of five buildings on a single lot identified as Lot 13, Block B, District Lot 601. The tallest structure would rise no higher than 10.2 metres, and all buildings must maintain a minimum 3.5-metre setback from property lines on all sides. Building coverage is capped at 45 percent of the lot, with total site coverage not to exceed 70 percent.

The new zoning designation permits up to 21 residential units at a maximum floor space ratio of 2,210 square metres, but only if the developer contributes $135,824.40 to the municipality. According to the council report, those funds will be directed to the District’s Affordable Housing Fund, park and trail improvements, recreational facility upgrades, or public art projects, with the timing and allocation left entirely to the municipality’s discretion.

Each townhome will have access to a private or semi-private outdoor space and a dedicated parking stall. Parking requirements call for a minimum of two spaces per residential unit, plus 0.25 visitor spaces per unit and four accessible stalls. Bicycle storage is also mandated at two spaces per unit for residents and three spaces for visitors.

Underground parking and communal amenity space are excluded from floor space ratio calculations — a common provision intended to encourage below-grade parking and shared resident facilities without penalizing overall density calculations.

Adoption would bring the rezoning into legal effect and allow the development to proceed through the District’s development permit process.
