A District of North Vancouver public hearing scheduled for Tuesday, June 16, will consider a zoning amendment that would allow chlorine manufacturing at an Amherst Avenue industrial site — but the bylaw at the centre of the application has already been rejected by council.
Chemtrade Logistics Inc. is seeking approval to develop a railcar loading building and condenser tower at its existing chlor-alkali facility at 100 Amherst Avenue, a 16.4-hectare industrial site. The bylaw that would enable the project failed to receive second and third readings at the April 13, 2026 council meeting and is abandoned.
The hearing is scheduled for June 16 at 7 p.m. in Council Chambers at 355 West Queens Road. According to the public notice, the bylaw would carve out an exception to the District’s blanket prohibition on the manufacture of hazardous substances, allowing the manufacturing, processing, liquefaction, handling, storage, loading and shipping of chlorine specifically at the Amherst Avenue property.
The hearing will run in a hybrid format. Residents can attend in person at Council Chambers, join online or participate by phone. Copies of Bylaw 8778 are available at municipal hall during regular business hours or online at DNV.org/agenda.
