Overnight work to begin at North Shore Wastewater Treatment Plant site

Metro Vancouver says residents near the North Shore Wastewater Treatment Plant can expect overnight construction activity beginning in early May, as crews ramp up work on the major infrastructure project.

The extended hours, set to run through December 2028, will allow construction teams to work more efficiently and help keep the project on schedule. Overnight work will take place Monday through Friday from 8 p.m. to 7 a.m., with daytime construction continuing on weekends from 7 a.m. to 6 p.m. No work is planned for overnight hours on weekends or public holidays.

The changes comply with a building permit issued by the District of North Vancouver.

Increased activity expected

Metro Vancouver says construction activity at the site will increase throughout the month. Nearby residents can expect noise from power tools and heavy equipment, as well as crews building formwork and pouring concrete.

Material deliveries will continue along West 1st Street between Pemberton and Philip avenues, and cranes will be used to move equipment and supplies across the site.

Measures to reduce noise impacts

Officials acknowledge that overnight work may raise concerns, particularly around noise in surrounding neighbourhoods such as Norgate and Pemberton Heights.

The project’s contractor, PCL, will implement a series of mitigation measures, including working with an acoustic specialist to stay within approved noise limits based on existing background levels.

A noise management plan will guide overnight and weekend operations, with all tools and activities reviewed in advance to minimize disruption. Crews will also use real-time noise monitoring equipment both on-site and in nearby communities.

A dedicated noise monitoring coordinator will oversee conditions, respond to concerns, and take action if thresholds are exceeded. All workers will also receive training on noise awareness and reduction procedures before working extended hours.

Officials say they appreciate the community’s patience as construction progresses on the long-term wastewater treatment facility.
