Paid parking proposed at new Harry Jerome Recreation Centre

At today’s council meeting, the City of North Vancouver will consider a new paid parking system for the Harry Jerome Community Recreation Centre. The proposal would give visitors two complimentary hours, after which they would be charged $3.00 per hour for the remainder of their stay.

Under the proposed framework, paid parking would apply between 9 am and 9 pm. After the initial two-hour free window, drivers would be charged $3.00 per hour, with a daily maximum of $12.50 kicking in after four paid hours.

The centre’s parking lot has 270 spaces, 18 of which are reserved for the Silver Harbour Seniors’ Activity Centre.

According to the report, the two-hour complimentary period is designed to accommodate typical recreation visits and mirrors time-limited parking already in place on nearby streets. The paid window of 9 am to 9 pm also aligns with on-street paid parking hours in the Central Lonsdale area, the report says.

CNV officials are concerned that an unregulated lot could be swallowed up by commuters and visitors to other nearby destinations, leaving recreation users without a place to park. According to the report, parking demand at the facility is expected to peak in the evenings and on weekends, making effective management especially critical during those high-traffic windows.

Enforcement would rely on digital payment tools and licence plate recognition technology, though the specific operating model is still being finalized. The city may also need to amend the North Vancouver Recreation and Culture Commission bylaws to allow it to regulate parking and collect revenues at the site, a process that would need to be coordinated with the District of North Vancouver.

There will be upfront costs for technology, signage, and enforcement infrastructure, though they indicated they would seek to minimize those expenses through the choice of operating model. According to the report, parking revenues are expected to cover ongoing operating and enforcement costs over time, with financial performance to be reported back to the council.

If approved, staff would return to council within 12 months with a full review of the program, including parking utilization, community impacts, enforcement outcomes, and any recommended changes to rates or operating practices.

    WHY NOT?? You’ve put pay parking on everything else. GO FOR IT. Are you sure you couldn’t charge more??

    I belong to a group that currently meets in Silver Harbor but is moving over to the new center once it’s completed (we were originally told June 2025 but that’s not happening now). Our parking at Silver Harbor is free but will apparently be pay in the new center.

    That’s neither fair nor just so I do not accept this proposal.

    Besides the Rec Commission is a joint CNV / DNV operation and the ONLY pay parking on DNV land is for commercial vehicles (mostly buses) in places like Lynn Canyon. It’s not as if there is proposed to be any CNV / DNV revenue sharing here. Furthermore CNV seems to be against Lonsdale remaining >THE< traffic hub of North Vancouver aside from the Upper Levels. You DON'T make traffic – personal and commercial – move by throttling the existing lanes.
