Metro Vancouver has appointed the MWGK Independent Review Team to conduct an independent audit of the North Shore Wastewater Treatment Plant Program. The team is led by , a former Deputy Minister of Finance for British Columbia, known for his expertise in large-scale infrastructure oversight, including the Site C Dam Review and Kicking Horse Canyon Phase 4 Project.
“Our team brings extensive experience in financial oversight, project management, and governance,” said Milburn. “We look forward to providing a thorough assessment and recommendations for the future.”
The review team includes:
- Gary Webster, an infrastructure governance expert with over 45 years of experience advising on major projects such as the California High-Speed Rail and the Roberts Bank Terminal 2 expansion.
- Ed Green, a specialist in cost estimation and risk analysis with experience on projects like the Surrey Langley SkyTrain and Fraser River Tunnel.
- Al Knight, an expert in project governance and financial performance evaluation, with a strong background in cost estimation and risk assessment.
The team, selected through a competitive process overseen by independent legal advisor John J. L. Hunter, K.C., will assess budget escalations, financial reliability, and governance structures to ensure accountability.
Metro Vancouver Board Chair Mike Hurley reaffirmed the commitment to transparency. “Bringing in an independent review was a priority. We look forward to sharing the findings with the public once complete,” he said.
