The West Vancouver District is hosting an information session on its plans and policy to create a new compact, sustainable urban community in Cypress Village and protect Eagleridge lands in perpetuity for conservation and recreation.
The information session will be held on Wednesday, May 22, at 6 p.m. to 8 p.m. in the Municipal Hall Council Chamber. As of May 2, the District of West Vancouver planning team has finalized the proposed plan, associated bylaws, and legal agreements related to Cypress Village and Eagleridge.
If approved, the proposed bylaws will oversee the gradual development of a mixed-use, sustainable urban community in Cypress Village over the next two decades. The approval of the bylaws will also facilitate the District’s acquisition and preservation of 262 acres of land in Eagleridge, presently owned by British Pacific Properties Limited.
According to the district staff, the first reading of the proposed bylaws is expected to take place on Monday, June 3. Following the first reading, the council will schedule a public hearing. The development of Cypress Village and Eagleridge is almost 20 years in the making, starting in 2004. From 2019 to 2022, the district undertook a comprehensive three-phase planning and engagement process for the area.
Out of the 345 acres in Cypress Village, approximately 235 acres (68%) are owned by BPP, while approximately 53 acres (15%) are owned by the District. The remaining parcels are owned by BC Hydro, BC Transportation Financial Authority, the West Vancouver School Board, and private landowners.
In Eagleridge, the District of West Vancouver has about 372 acres of land, most already designated as park space within Whyte Lake Park or Nelson Canyon Park. BPP owns approximately 262 acres, representing the lands the District’s Official Community Plan aims to safeguard by transferring their development potential to Cypress Village. Small portions of the Eagleridge lands are also owned by BC Hydro and the Crown.
