District of West Vancouver Council will consider a proposed Development Variance Permit for a new Youth Hub facility at 1018 Pound Road at its Sept. 21, 2026 regular meeting. The decision to set a date for consideration was made at a Special Council Meeting on Monday, Aug. 24, 2026.
According to the report, the proposed permanent facility would be built in the southeast corner of Ambleside Park, generally on the same footprint as the former youth centre, which closed in January 2019 and was later destroyed by fire that year. The project requires three variances to the site’s RS5 zoning.
The first variance would allow the combined floor area of the proposed Youth Hub, the existing fieldhouse and the SPCA building to reach 1,739 square metres, compared with the 293-square-metre maximum permitted under the RS5 zone.
A second variance would permit a retaining wall on the west side of the site to reach approximately 2.6 metres in height. The wall, which would form part of a proposed basketball court, would exceed the bylaw’s 1.2-metre limit.
The third variance would increase the permitted highest building face envelope from 6.72 metres to 7.47 metres to accommodate the building’s east façade.
According to the report, the proposed two-storey Youth Hub would include a main lounge, multipurpose room, offices, universal washrooms, a meeting room and storage areas. A large overhead door would connect the lounge to an outdoor deck. The facility is intended to provide supervised, drop-in programming for youth in Grades 8 to 12.
The proposal would also reduce the site’s existing 45-space parking lot to 26 spaces. According to the report, two of the spaces would be accessible spaces reserved for Youth Hub use. The site would also include nine long-term and three short-term bicycle parking spaces.
If the proposal moves forward, owners and occupants within 50 metres of the site would be notified in accordance with the District’s Development Procedures Bylaw. Staff will recommend that Council support the proposed variances.
