For North Vancouver–Capilano Conservative candidate Stephen Curran, the issues facing the North Shore are too important to be addressed from a distance. A longtime resident, business lawyer and father, Curran says residents are increasingly concerned about affordability, housing, property rights and the rising cost of infrastructure. He outlines his priorities for the riding, arguing that local experience and accountability should guide the decisions affecting North Shore families and taxpayers.

Stephen Curran is a long-time North Shore resident, business lawyer, father of two, and Conservative candidate to become the next Member of Parliament for North Vancouver-Capilano.
Drawing on over twenty years of legal and business experience, he is committed to bringing practical solutions and locally-focused, principled leadership to Ottawa. Over the course of his career, he has advised public and private organizations on complex files, including mergers and acquisitions, project finance and P3 infrastructure.
Stephen lives with his wife, Shubha, and their two children in Central Lonsdale, in the heart of the riding he seeks to represent. They pay a mortgage here, drive on the same crowded roads that you do, and rely on the same local schools, parks, and services as other North Shore residents. By raising his family and running his business on the North Shore, he has a firsthand understanding of the challenges local families face: the rising cost of living, uncertainty around private property rights, housing that is increasingly out of reach for the next generation, concerns about crime and public safety, and frustration with infrastructure that has not kept pace with growth.
Affordability
Families on the North Shore are being squeezed from every direction, and he hears it on every doorstep from Ambleside to Norgate to Grousewoods. Groceries cost more, mortgages cost more, and a decade of overspending in Ottawa has driven up inflation, while red tape has strangled our housing supply. Teachers, nurses and tradespeople who used to be able to put down roots here can no longer afford to. Stephen doesn’t think that’s fair, and it’s not sustainable. As your MP, he will fight for lower income taxes for families and workers, and push to end hidden taxes buried in the cost of food, homebuilding and investment.
Stephen’s Liberal opponent, Braeden Caley has lived in Ottawa for the last 10 years, has never lived on the North Shore, and his professional experience consists of working in political communications. When he worked for Mayor Gregor Robertson as Director of Policy and Communications, he was instrumental in Robertson’s failed housing strategy for Vancouver – a strategy that did nothing to increase affordable housing and only deepened the housing crisis in Vancouver. Now, a decade later, Gregor Robertson is the Minister of Housing and Braeden, until 3 weeks ago, was Deputy Chief of Staff to the PM, where he was influencing policies such as the Liberals’ recently-announced bailout for real estate developers – a policy that would use taxpayers’ money to cover developers’ losses, and do nothing to improve affordable housing.
Stephen hears on the doorsteps how parents are frustrated that their children and grandchildren cannot afford to live on the North Shore, let alone the neighbourhood they grew up in.
Property Rights
Property rights are the foundation of our legal system here in Canada. Right now, North Shore homeowners and small business owners are left without clear answers. Complex legal decisions, including those tied to the Cowichan appeal, have left ownership questions unresolved and government agreements vague on what’s actually protected. In 2018, the Liberal government directed federal lawyers to stop making the strongest legal arguments possible in defense of private property. The BC Supreme Court ruled that Aboriginal title is senior to your property rights. In February 2026, the Liberal government signed a Rights Recognition Agreement covering 100% of North Vancouver-Capilano with the Musqueam, recognizing a pathway to establishing Aboriginal title over this area. In May 2026, the Conservatives put forward a motion demanding clarity on private property and it was voted down by the Liberals.
Stephen has worked on land, ownership and government agreement files, and he understands what happens when contracts are left unclear. He is committed to putting private property first, to writing explicit property protections into every future government agreement, and to building a real property rights action plan so families and small business owners and Indigenous communities finally have a clear path forward.
Standing with Iran
The North Shore is home to a large and proud Persian community, and Stephen believes an attack on that community is an attack on all of us. Many families here fled a regime that jails, tortures and kills its own people, and still have loved ones living under that threat today. Stephen believes Canada should not look away, and our foreign policy should not make life easier for those responsible. That’s why he’s committed to keeping the Canadian Embassy in Tehran closed, as Stephen Harper did in 2012.
He will push to deport IRGC operatives, maintain and enforce the IRGC terrorist listing, and demand real consequences for anyone targeting the Persian community on Canadian soil. Stephen stands firmly with the people of Iran fighting for their freedom.
Infrastructure Accountability
The North Shore Wastewater Treatment Plant tells you everything you need to know about how badly infrastructure spending has been managed. It was approved with a $700-million budget. It’s now projected to cost $3.86 billion — and that overrun will cost North Shore taxpayers roughly $800 a year, every year, for the next 30 years. That’s a direct hit to household budgets – including Stephen’s household – that we didn’t sign up for and weren’t warned about.
We deserve better than being handed the bill after the fact. Stephen pledges his first piece of legislation as an MP will be to seek accountability for taxpayers on federally funded projects with cost overruns like the North Shore Wastewater Treatment Plant. It would establish an accountability framework that will apply to public infrastructure projects which receive significant federal financial contributions, ensuring that all taxpayers are protected from mismanaged projects. As your MP, he will introduce the Infrastructure Accountability Act, which will push for: (1) automatic public disclosure the moment any major project’s budget runs 15 per cent over estimate, (2) mandatory forensic audits for projects that spiral out of control, and (3) annual public reporting so taxpayers can actually see where their money is going. Accountability shouldn’t be optional when it’s your money on the line. On the North Shore, Stephen and all of his North Shore neighbours have paid enough for other people’s mistakes.
Stephen will draw on this deep experience and his perspective as a long-time resident of the North Shore to expertly tackle complex issues for North Vancouver–Capilano, bring people together around practical solutions, and ensure that major initiatives for the riding are delivered responsibly and on time.
